Yes. Every country has the right to. It's the testing them that's the problem.
Nothing ofcourse will happen to N Korea until the Chinese decide to stop them.
All the USA can do whine to the UN about it.

I'm sorry, but reading some of these responses makes me sick!! Do people realize what a dictator is?? There soul purpose is to become the most powerful person, and they will stop at nothing to get there, especially when it comes to hurting others. Does N. Korea have a right? Maybe....but more importantly the Q should be, "Should they be" NO NO NO NO NO There not building them for safety purposes, there building them and "so called testing" them for harmful purposes!!

No because they are still technically at war with South Korea. The war between them ended only with a truce. The United States is worried because they still got around thirty thousand troops over their that are at risk to being shot at their short range possible nuclear arm missiles. The long range nuclear missiles they are trying to develop might make the United States more paranoid and could accidental trigger a nuclear war. It will similiar to the cold war.

Unfortunately yes they do have the "right" to build everything that the US and the UK have build or build.

They have the right to defend and repel invaders declare war pass laws , investigate space, own dogs and so forth.

What a question? What rights does your country have ? Other nations have the same ones or they should. Hopefully there will be no war or other acts of insainity but acts of insainity are common place both on the micro and macro scales of life.

I would prefer that they didn't build own or operate missles but then no one from Korea called to ask me.

As much right as any other country. The US is constantly threatening to attack them so they are forced to. They don't have 30,000 troops setting on the US border, but the US has 30,000 on their border. If the US was minding it's own business, not bullying the world, N. Korea and others wouldn't have to be all defensive.

Why not? We build missles, planes and other weapons of mass destruction to sell to our friends and support oppressive governments (Israel). Why shouldn't the Koreans have the same right that the US claims?

Of course they do!!! They are a sovereign, independent, repressive Stalinst, dictatorial military dictatorship. They can do ANYTHING they want...so long as they realize that their actions have consequences! Just like you can get up and yell "fire" in a crowded movie theater, even when there is no fire, but, trust me, there will be consequences.

i think every country has the right to defend themselves but they don't have the right to shoot of they weapons anytime they want in other peoples territory or air space. but then again they got a crazy. dicator rueling north korea.
