Each device hooked to the internet has a unique, numeric address, called the Internet Protocol address it is in the form of 207.821.250.251. Both servers (where the web pages and programs are hosted) and clients (where you browse from) have these addresses. "IP logged" is a message telling the user of a client-side web viewer that the server is recording the numeric address of the computer that is viewing the site or interacting with the program (IE: Chat client).
