I think you should be over 18. If you talk to most people that got a tatoo at 14 usually regret what they got. What you want at 14 may not be what you want at 18, 25, 40, 50 etc. Even 18 may be too young but in the US you are considered an adult. I have a son 24 in the Navy and a daughter 22 in college neither of them have tatoos. I got a tatoo 2 years ago at age 45.

When one is old enough to understand the consequences of getting a tattoo. It will be there forever. It shouldn't be something to taken lightly. I personally think that one must put a lot of thought and feeling into deciding what to get. Because it will be there forever. I was 17. I now have 14 at 25. Each one is special and has a lot of meaning to me. I don't regret a single one. Even the one I got at 17. (that one is my 2nd favorite)

Three years after you find the design you want. I know it sounds crzy, but if it's worth wearing for your whole life, why not? I waited that long, and have always been happy with my tattoo. But I had a lot of design ideas at different points in my life, and am glad I didn't get any of them right away. The one I waited for is the only one I would have been happy with.

i think 18 is a perfect age, it gives you something to look forward to on your 18th birthday. i think under 18 is too young because you have all these ideas of perfect tattoos, but people forget that minds change frequently and if you don't have a few years to sit on the idea, you may regret it sometime down the road.

Only when your body has reached its "adult" size... which can depend on the person.

I only say this because the tattoo might stretch as you grow, but once you're an adult then your body size won't be changing much... so that's when a tattoo is a good idea.
