Do you mean which MP holds the highest position in Parliament but the lowest expenditure ?

If so I assume that it must be one of the Honourary/Hereditory members of the House of Lords who in effect have nothing what so ever to do with parliament but are paid an MP's wage anyway .
Sort of Toff's dole .

Imagine you mean Parliament - if so, the highest must obviously be the Chancellor of the Exchequer, and the lowest the Hon Member for Little Puddington.
