Yes, it's after because your skin and beard are softer and your pores are open after a warm/hot shower. If you ever get your faced shaved at a Barber Shop, they'll put a hot rag on your face first and then shave you.

Well i think it is better to shave after shower because in the shower you wash your face and all that.And i know froem experience it makes your lips soft!

I shave before, so it clean off excess shaving cream and and place I may be bleeding from. It also help releive irritation.
