He's into sports but not too much, into music but also not that much. He's not that fashionable and doesn't really care about looking good. He's so ordinary and simple, but he loves video games, but he has lots of those. I'm really running out of ideas. By the way, the budget is within 10-20 bucks range, which makes it even harder. Do you have any idea? (yeah, i'm a cheap brother)

You don't state whether your brother is older or younger than you, but if he is younger than you and he does not yet have his driver's license, you could teach him to drive. The money would be spent on gas for the car.

Well you stated that he is into sports, video games and not to hooked on fashion. The only thing that I can tell you is that if you don't want to get him a video game then go with some thing dealing with the sports. It all depends on what sport it is though and how much you want to spend. For $10-20 buck I recommend taking him to a local college game or some thing if it is in or near your town if he likes them. Or with my brother he is the same way you could get him a gift card to a sports novelty store.
Then you could also go the music route. Check out his favorite band or group at the moment and get him their album if he doesn't have it or some thing he would love by them.

Is he into anime or manga? You know, the japanese animation and art?

Graphic novels run at $10.00 a piece at both Barnes and Noble and Borders. I'm sure they're sold at comic book stores as well.

I personally reccomend BLEACH. It is a good shonen (or comics for boys).

If that doesn't help, then gift cards away!

Not sure where you're located, but how about a gift card from somewhere like Best Buy..where he can pick what he would like.
