For public courtesy, if you are over the age of five, keep your swim suit on at a public pool's shower. Even if there's a curtain in front of the shower, it can be considered publicly indecent to be naked in public.

If you are about to swim, you shower with the suit on so you don't get any cooties in the pool. After swimming, you go into private shower with suit on and start shower with suit on, then take off suit and rinse it in shower and then finish washing yourself- especially to get the chlorine out of your hair and cooties from pool off of you. Then get very big big towel to wear to private dressing room to get dressed.
