probably not. Guinea pigs and other animals have a tendency to lick off whatever you put on them (hence the lampshade). It is not safe to ingest hydrocortisone no matter what you are. Call a vet and ask for a recommendation.

It is safe to use. I do not know if this is what you are dealing with but if you read the site below they do make mention of using Hydrocortisone cream.

If your guinea pig has an itch it is most likely due to parasites or a fungal infection and hydrocortison will not cure it!
