Sounds like what you're seeing is a disease called "Rust". It shows up during the summer months when your turf is water-stressed and lacking fertilizer.

Here are some things I'd suggest you consider:

1) Start mowing more frequently because this will eliminate the tips of the blades that are most infected with the spores of the disease. Try not to set your mowing height too low and scalp your lawn since this usually weakens it. During the summer months, it's best to keep the mowing height a little higher because this will prevent the lawn from drying out too fast.

2) Make an application of fertilizer that will help strengthen your lawn and make it less vulnerable to disease invasion.

3) Set your watering time a little longer -- this will promote deeper rooting of your turf --- making it stronger.

4) Avoid watering in the evening or at night because this will slow down the drying time for the grass blades and help prevent the disease to re-occur.

if the tips of your lawn are orangey-red, it is likely diseased with "red thread". you have to mow it as short as possible to get rid of it all. it should be fine after that.

if it is actually a POWDER, well.... pollen or someone is throwing crap on your lawn!
