It has a lot to do with, different things, example:

Everyone has different amounts of water inside of their bodies, and also different amounts of electricity inside of their bodies, it has a lot to do with what type of clothing you have on, what type of surfaces you walk on, and even the way you walk.
Some people drag their feet when they walk, and in doing so on the wrong type of surface such as an shaggy rug or something, before you know it your hair is standing on top of your head and every time you touch another person you are lighting them up as well, I know I have done it a lot...( =

It depends a lot on what material of clothing you are wearing and how tight or loose your clothing is. Wool rubbing against a silk blouse in winter in a dry building will build up a *lot* of static, while a t-shirt on skin on a damp summer day will not. Also, how much a person just normally sweats and how dry their skin is can be a factor as well.

Some can afford to pay more just to stand still and will choose a more expensive but perhaps more exclusive place. It's the supply and demand of commerce with the limited availability of standing still space in a modern hectic society where everyone seems to be on the move all the time whenever they're not standing still.
