Use windex!! Gently rub the windex all around the back of the CD and it should work... if not... throw it away!!

If the CD is only scratched without obvious fingerprints and it still skips or doesn't play at all then the only thing I could suggest is a scratch repair kit. Unless you have access to a bench grinder with a cotton buffing wheel. And the technique takes a bit of skill so I won't get into that here. For fingerprints rubbing alcohol is probably the best solvent to use and apply it with clean cotton not any paper product like bath tissue or kleenex. The paper still contains hard fibers which could scratch the cd more even if you are careful.
When you use the alcohol apply it very sparingly and wipe from the center out or from the edge into the center. This being because if you do put more scratches in the cd , scratches in this direction are less likely to cause skipping then scratches that are closer to being in line with the circumference of the cd. It's best to wipe the cd with the alcohol until the film of alcohol left behind your wiping motion evaporates very quickly in less than a second say to avoid spots left behind by the alcohol itself.

Use some toothpaste and a very soft cloth. Don't rub hard. Then rinse with water, and pat dry.

lick it , then wipe the excess spit off starting from the middle finishing at the edge. not in a circle. thisfills in the scratch with spit so it doesn't skip.

Put some "white" toothpaste on it and rub with a cotten cloth. My don does this allt he time and it really works.

put lotion on it, and then wipe it off with a dry cloth, and then repeat.
