With the right mouse button, click an empty area on the bar. Make sure it that there is no check in the Lock the Taskbar. Press and hold the left mouse button on an empty space on the bar and drag your mouse with the button held, to the bottom of the screen. You can right click again and check to lock the taskbar, that way it will not move unless you uncheck that.

right clic kthe task bar make sure the taslbar is not locked then drag an d drop

right click and unlock it, than drag it to wherever you want
