It depends on where and how it falls (or is thrown), from the car.
If it falls and goes splat on the road itr could affect automobiles, and traffic flow. That wold classify it as a road hazard.
It falls and goes splat on the sidewalk,. it could be classified as a health hazard or organic litter. If it lands on its feet and scurries off it could be classified as a runaway. If the cat was being transported to the local jail, it is escaping custody.
If the cat lands in a garbage can it could be called hazardous waste. If it survives the fall intact and a person adopts it, it may be viewed, undercertain circumstances, as a donation. If that person works for the Red Cross it may even be classified as a charitable donation.
I suspect that you did not realize that the question was potentially so complication when you first posted i., & with, with so many possible ramifications.
I missed another possibility.
If the local cat fanciers league, discovers your address, travels there, burns down your house and hauls you out to lynch, the cat could be seen as the proximal cause of your demise.
