Big momma is right on the cost. However, it depends on why your are trying to declare it. If you are threatened or abused, the time and effort is much less, because the court is sympathetic.
Also, some family lawyers take these cases pro bono. You might want to talk to someone in the family court, in the county in which you live. Or, you can try Children and Youth Services. (Try the blue government pages in the phone book. There will be contact numbers you will need.)

It can be long (months) and expensive (tens of thousands of dollars), but that all depends on whether your parents will fight it. If they do, then it will take a long time and lots of money. If they won't, you should just get permission to move out. Since you'll be 18 soon, just stick with it for a year and get the hell out.
