Call the court clerk and give them the address, they will tell you the owners name and their address, but not their phone number...you can then look up their name in the phone book.

In the United States, property ownership is a matter of public record. That means that anybody can find out who the owner of property is.
I don't know the laws for other countries and their policies for public disclosure of property ownership.
To find out who owns a particular piece of poperty in the USA, take the exact address, and go down to the county offices. Ask for the county clerk. Give the county clerk the property address. They will give you the name and last known address of the property owner. In most US states, tax information is also available from the county clerk, so you can also find out what property taxes were assessed for the previous years. Using that informaiton, you can determine how much the county thinks the property is worth... good information if you are contacting the owner of the property because you are interested in purchasing it.

Go online to the tax appraiser for whatever county the house is in. Do a property search by address. It will pull up the owner information, what it last sold for, what the current property taxes run and whether they are current.

You didn't mention where you are, so I'll give a general answer.
Somewhere in your city or county there is an agency that is responsible for appraising property for tax purposes. Most of them have websites.
Get the address of the property see if you can search their website for the tax information. It will almost always show who owns it.
