If neither one of you is seeing someone, it looks like he is asking you out on a date. The question is do you like him? If so- go for it!! Who knows? Anything can happen. A friendship can develop into something more, but it is up to you if you want to go out with him or not.

Without knowing the situation, I'm not how accurate an answer I can give on vernacular, but I would believe that, yes, he means going out on a date with him.
