someone told me if a mexican buys lets say a 2006 car in the US and decides to go back to Mexico, they aren't allowed to have newer cars. They must be 10 years and older cars.

The fact of the matter is that Mexico has recently changed it's rules about US cars being allowed into Mexico with little, or no duties or taxes to be paid. What you are saying sounds right. I remember hearing that it was a great boon to used car dealers in the US who couldn't sell their old, high mileage cars here.

Completely possible.

An American can't go to Mexico or Canada and buy a local spec car and bring it back here at all. In very limited cases conversion to US spec is possible, but the conversion cost will always make it a bad financial deal.
