there is this website that my little brother goes to called www.gaiaonline.com.. sorta like myspace buts it more cartoonish where u make avatars n stuff.. u can talk to people and u can play games. my little brother is addicted to it.. just like myspace but it a kiddie format..hopes this helps

well what do u mean hes not old enough? myspace lets anyone on dont they? and if they are under 18 then the their profile becomes private. and if he really want to go on myspace then he coul just lie about his age and u could always change ur age on there so that really doesnt matter. but the low speed is stupid...i dont quite understand what u want people to help u with. sorry hope it helps :-)
