At this World Cup maybe the answer is to not give them to FIFA officials. Ishmail Bhamjee the Botswana representative on FIFA sold his allocation at prices well beyond the face value to England supporters. Fortunately he was found out and summarily expelled from the Tournament. It doesn't augur well for 2010 as Bhamjee is a South African and his brother Abdul spent many years in jail there for defrauding their professional soccer league. We will probably never get rid of the touts but when your own representative stoops to making a fast buck then we all need to worry.
