Can i take movies from a dvd and add them to my videos on my psp?

Yes you can. It's a bit of a process though, first you need to rip (copy) the DVD (so that it's not encrypted). Once you have ripped the DVD, you will need another software to convert the VIDEO_TS folder to a file compatible with the PSP.

Do a google search. You'll find a bunch of info on how to do this, including what apps you need.
