It's very unlikely, unless ...
Most of the bacteria that cause diseases, (such as those for STD's) need moisture to survive. A dry toilet seat is a poor place for these bacteria to survive, so it's not likely to harm you. Also, these bacteria have no way to enter and infect your body. They don't pass through the skin. UNLESS, you have an open wound or sore that will give bacteria a pathway.
Studies have found that those paper seat covers don't do anything to protect you from infection. The paper thingies make people feel better, and they are free, so, go ahead. I don't bother. If the seat is wet, I may either wipe it down or go into another stall.

I think it was crabs that a friend of mine caught from using a public restroom. That is why I will either hold it or use a can of Lysol to spray the seat. When I leave the restroom I always use a paper towel or some toilet paper to open the door. The doorknob could carry just as many germs as the toilet seat.

You can catch a virus from any surface that is contaminated. That's how many people catch colds (from a contaminated surface, not from a toilet seat). You can also pick up creatures that are on the seat, like body lice, bacteria, etc. Use a seat cover.

Crabs are easily transmitable through toilet seats. The insect is like lice. You can catch it from just about anything.

Yes, bacteria and germs can be transferred to you, but only worry if you see or feel human waste... use an "*** gasket" (seat cover) or carry some antibacterial spray with you to be sure.
