We have an Aqua Easy Set Swimming Pool and twice now we have had to drain the water because the ground isn't level. We have put down top soil to try to get it level. What is the best was to make sure the grownd is level.

Use what's called a laser transit. You ought to be able to rent one from a local tool rental. I like the laser transit over the conventional transit because it only requires one person to operate as opposed to two for the conventional.
Don't try adding soil, it will only comapct and sink on you. You need to go down, not up. Get to virgin soil, it hasn't moved in 10,000 years. I'm not familliar with that particular pool make (I was a pool installer for 15 years, both in ground and above), is it what we call "instant pool", inflatable or foam collar, and soft sides? If this is the case, you may want to opt for using play sand or brick sand for the bottom. Trowel it out damp before placing the pool over it, you'll get a better bottom.
