it's so annoying... the driver sees me, and he doesn't care!! and i live in NYC, there are a lot of cabs! maybe i should just wear a shorter skirt!

good question, it can be tricky.
If the light is on, that means the cab is available and you can try to flag it down.
If the light is off, that means the cab is occupied or otherwise unavailable. Of course, there is another set of lights that says "Off Duty". If this is on the cab is on its way to the depot and won't stop. Unless the driver feels like stopping for a fare and you are going his way.
In practice, don't depend on the lights too much (the driver often forgets to use it ).
Best way to get a cab:
1. Stand on an Avenue not a side street.
2. Pick a spot near a corner that has space for the cab to stop.
3. Stand on you toes and wave one arm (not both, that looks like you are in trouble)
4. If you can do that whistle with the fingers in your mouth go for it.
5. Don't look like a psycho.

If you wear a shorter skirt, you will be blamed for an increased rate of car accidents in NY.
One of my girlfriends once tried this approach (seriously), and sure enough, one driver stared at her bare legs and butt, and rammed another car from behind... right before her eyes. So much for wearing a sexy outfit. :)

that might work... cab drivers are jerks for the most part. as i was one once. but I never turned anyone down unless they were a bunch of crack heads
