In what city does the Starsky & Hutch TV Series (not the movie) take place?

I enjoy the Starsky & Hutch TV series, but I've never seen an episode where they mention by name what city where the show takes place. I know it's not San Francisco, because they had to travel by airplane to get there in one episode.

The movie said Bay City, but the movie was a parody, and was awful.

What I want is the city and state, and the episode that made reference.

The episode is called "Survival." In that episode, it is mentioned/made clear that Starsky & Hutch work for the Metropolitan Division of the Bay City Police Department
