How to get the ground level for an above ground pool?

We have an Aqua Easy Set Swimming Pool and twice now we have had to drain the water because the ground isn't level even though we have put down top soil and tryed to get the ground level. What is the best way to do this?

I'm sorry to say, there is no easy way. It just takes a bit of labor to level it out. You can borrow or rent a tiller to make it easier.
