Arrest....jail....court....mva.....lose license.....wear out shoe soles.

You could hire a Private Investigator to check into someones background records for arrests.

The laws in both Canada and North America are soft on DUIs unfortunately. So most people who are arrested for drinking and driving are simply given a slap on the writst and get released to do it again, unless they have killed somebody.
You will not be able to find out if you neighbor has a criminal record because you need a reason to do a background check with the police department.

here in Ontario Canada its 1 year no without license then 1 year with
this blowing thing to test your breath to start your car. Witch sucks a lot.

Then its 3 years no driving 3 years with the testing thing.

Then its never drive again after the 3rd time.

And it can also cost if you try and fight it and you might half to get a lawyer anyhow.
