The first "televised pictures" were sent using what was called a "Nipkow Disk", which electronically sent still images over a wire. Paul Julius Gottlieb Nipkow invented this in 1883 and got a patent in 1884. During World War II, the Nazi's wanting to show the superiority of their race, claimed this was television, and went so far as to say that a German invented it.
Several companies worked on making TV work, but if there is one "Father of Television", it would have to be John Logie Baird, who showed the first images on a tube.
On January 27, 1926, Baird demonstrated this invention to the Royal Institution and a reporter from The Times.

The origins of what would become today's television system can be traced back to the discovery of the photoconductivity of the element selenium by Willoughby Smith in 1873, and the invention of a scanning disk by Paul Nipkow in 1884.
The German student Paul Nipkow proposed and patented the first electromechanical television system in 1884. Nipkow's spinning disk design is credited with being the first television image rasterizer. However, it wasn't until 1907 that developments in amplification tube technology made the design practical. Meanwhile, Constantin Perskyi had coined the word television in a paper read to the International Electricity Congress at the International World Fair in Paris on August 25, 1900. Perskyi's paper reviewed the existing electromechanical technologies, mentioning the work of Nipkow and others.
On March 25, 1925, Scottish inventor John Logie Baird gave a demonstration of televised silhouette images at Selfridge's Department Store in London. But if television is defined as the transmission of live, moving, half-tone (grayscale) images, and not silhouette or still images, Baird achieved this privately on October 2, 1925.

I think it was Tesla who invented the vacuum tube that let to the t.v. as we know it. In victorian times they had viewers (like the ones that kids play with and you see things in 3D) and they used to look at pics through it. It is kinda the first tv.
