I expressed my feelings to a guy who basically never really answer any of my questions. I was informed by him that he was ok and seeing someone. However, he asked me right after could he come see me sometime, plus he signed me up to this website that keeps current information about you. Info includes phone number and address. Also, the questions that I asked him was things that had occured between him and I. This man also asked me out and never came through with it.

Sounds to me like he just wants to use you and/or play mind games with you. Stay away and count your blessings.
Get over him by meeting lots of other people who have similar interests as you and by keeping busy. Volunteer at a charity or hospital. Have fun.
There are lots of guys out there who wont jerk you around.
