I'm very particial to my Eton Beamer II (etonamerica.com) which are not the cheapest nor the top of the line - but you also might like to take a look at brandshut.com they have a good selection of scooters.

Al you have to do is get on eBay. Those guys all offer what you are looking for. The cheap scooters are made in China, or elsewhere in Asia. Educate yourself, however, because getting what you paid for is what this is all about. And remember that 2 cycle is out, legally in the US.

Don't buy cheap...ya get what you pay for. Vespa & Yamaha make great scooters.
