I would say Norman Lear is best when it comes to producing sitcom TV.
I would say Norman Rockwell is best when it comes to cover illustrations and things to that effect.
Norman Bates is the only fictional character of the five you mentioned and therefore best as the fictional character.
I would say Norman Mailer is best when it comes to novel's, journalism and playwright. After all he is considered an innovator of creative nonfiction.
Last but not least I hope you are referring to BRIGADIER GENERAL NORMAN L. PETERSON! If this is the case then I would say he's most definitely best when it comes to the weather.
After all of this I would have to concur with bobaa: Best at what?
All I can tell you is that they are each best at what they do.
It would seem to me that you want to compare apples to oranges to grapes to bananas to honeydew melons.
I would say to single one out from the other would be a matter of taste compared to what interest you the most.

I like all 5, actually.
But Norman Lear's TV shows opened the lines of communication about issues that weren't politically correct to mention at the time.
He was a risk taker.
