1) Legally speaking, do you want to do it as a self-proprietor or what? You may want to speak to your attorney as far as the procedure of forming a business. I just started a web development business (I am a web developer) and I went through the process of establishing a LLC (Limited Liability Corporation). there are many business structures and I cannot say which one is better because that really depends on you.
2) You need to register for a domain name, get a web hosting service, develop your pages, and then advertise your page. That's pretty much it.
