I look at girls all the time. And often they look at me and I quickly look away because I would hate for them to get mad at me for staring at them. Note to all girls: If a guy is looking at you, he likes the way you look, so please go say HI.

Is he already with a date? Is he in the middle of a conversation with someone else? There are many things the woman would need to consider before feeling rejected or "brushed off."
If the guy--while he is talking with other people-- notices her and smiles or nods his head during the conversation, he may just being polite but she should respect that he is busy and can't talk to her at the moment. If he seeks her out in the crowd in order to meet her AFTER his conversation is finished, then she would probably be flattered and they could start a conversation.
If he is with a date or another woman is standing with him and talking, then the guy SHOULD ignore the eye contact and immediately look away. Otherwise, he is a shameless flirt in public.
If he is just standing alone,and he just looks away without smiling or nodding, then she would probably feel that he was not interested and move on.

turn away as well, if he didnt smile then I would not look again. If he did smile and seem shy, then I would take a few more peeks and see if he looked at me again. I was never shy my dating days, so if I thought if was worth it, I would go up and start a conversation. You can't win if your not willing to try.

this is a great question.
The women think he is not interested when in the guys mind he feels that its rude to stare and he also might be a little shy.
If only people could understand this about interacting with each other.

I like vanilla ice cream. Seriously, we don't think about it. We hardly even think about sex, even when we are having it. There is a far side cartoon where a boy is laying in bed thinking 'I wonder if she likes me" and then it shows the girl laying there thinking 'I like vanilla ice cream." Depends on his facial expression. If he looks angry as he does this, I'll be ready to punch his lights out. If he looks like he's checking me out I'd be flattered even though I don't swing that way, and if he looks at me like he thinks hes better than me... I'll be ready to punch his lights out.
