Singaporean believe eating "kan-kong" or water-cress vegetable too much can make your legs weaker. How true is it?

That's an old wives' tale. The only way one could get weak legs from eating too much watercress would be if watercress was the only thing one ate (ie, from malnutrition)

All I could find was this "Where watercress is grown in the presence of animal waste, it can be a haven for parasites such as the liver fluke Fasciola hepatica."
