As a former member of the administrative staff at MIT, the simple answer to getting admission is to apply. Application materials can be found through the main webpage http://mit.edu . MIT is a very selective school. In 2003, over half of the entering freshman class had perfect scores on the college enterance examination and everyone graduated either first or second in their high school class. There are many other excellent engineering schools in the USA: Cal Tech, Lehigh, Carnegie Mellon, RPI... It depends on what kind of engineering field you wish to study as a post-graduate. Also, for your information, "post-graduate study" is called "graduate school" in the USA.

There are lots of foreign graduate students at MIT and at every major US university. In fact, in many disciplines US students are a minority.
