Define Shatter

It just means that the product is less likely to break (shatter) than a product of the same type that has not been treated with some type of shatter resistant materials.......for example, there are shatter resistant light bulbs. The shatter resistant bulb will still break...if dropped at just the right angel, but not as easily as a regular ole light bulb.

The last poll I saw had Obamas approval rating at 53% going up. The reps can be counted on to be resistant to change (that's a definition of "conservative") ... especially when a dem is president but I think Obama being the first African American president has added a degree of intentional obstruction f/ the right. The 112th congress shattered the record amount of filibusters and now that congress was less popular than cockroaches as it set the record for the lowest approval rating.

It means that its resistant, not free from, normal methods of being shattered. Like rain resistant things can get wet over time, but not rain proof things.

it means that its less likely to break into small and tiny peices! its probably been treated with aspecial coating of plastic or something so when it breaks it some of it stays it tack with the coating, not going all over the place!it doesnt how ever mean that it wont shatter it just means that its less likely to!
