Is there a way that you can take a poor quality VHS recording and have it burned to a DVD?

I have the Daytona 500 from 2001 where Dale Earnhardt Sr. was tragically killed on a crappy VHS tape and I would like to have it remastered without spending hundreds of dollars; I think it may be worth some money some day.
