they arnt really on top of the truck it is called a strong arm and it comes down when there is a given amount of load so it can legaly haul the load a comply with the FED. Bridge Formulaall it does is in stead of having 40000 pounds on 3 axles it is put on 4 axles or how even many axles the truck has it is there to take the load off of some of them and spread it more evenlt over more axles

They aren't actually on the top. The are on an arm that is lowered when the truck is unloading its cement. They are also used when the truck is backing up so that the cement chute doesn't hit anything.

they are there for when the truck is full of cement - and there is a road weight restriction they can lower them down and distribute the weight more evenly. they are on a big arm that rotates down to the back.
