You have no real evidence that Dubya watched a crime being committed. However, as President, Dubya has an obligation to act when he knows a crime has in fact been committed. The Attorney General acts as well.

I think GW is the worst President in my lifetime (circa 1961 to present). I do not think however he has committed a crime other than being a cold face liar (which is an ethical violation)

Watching and not reporting a felony is a crime called misprision. However, none of the facts you alleged is even a misdemeanor, let alone a felony.

Under normal circumstances, abetting a crime is in fact a crime. When a President does it it's called "domestic policy."
