You had some spyware on your system (xpc.spy)
It has been removed from the system, but not from your "startup" list, so it tries to load at each boot and fails... (This is actually a GOOD thing!)
See the below references for further info...
You just need to use either spybot, hijackthis, or a similar tool to remove the reference from your startup.

Try running system restore ( can be found on start menu, in accessories/system tools or administrative tools depending on your version of win.) to go back to before the error occurred. If that does not work, the next step is to back up all of your important stuff (my documents folders, address books, money/quicken files,etc...), run system recover (the CD that came with the computer, or when it boots up it will give a boot option to run recover.), and select the non-destructive recover (normal). Hope one of these work!
If that does not work than you can either take it to a tech whom may be able to replace the file that is not working properly or not, or you can go on yourself.
If you choose to go on yourself. You need to run the system recover again, only this time do the destructive recover (advanced)(doing this will completely recover your computer to when you first bought it. You will have to re-install all of your other programs that you installed since you got the computer, then put your back-ups back in.

Hi, you can try firefox browser.
it can block any annoying popup ads. it can prevent most of the virus in the webpage, as you know, most of the virus is spread through internet.
firefox is more safe and run faster than IE.

it looks like system file error
run system restore process once
this may be for missing of any file
go to : start > run > msconfig (in general tab select launch system restore)
