Every body or group of people need someone to lead and make the final decisions. Our form of Democracy has an elected leader to govern but is held in check by the other two branches of government.

First of all, without a Leader, a country would just be a whole bunch of people with no directions. Our God/Allah/Buddha (whoever that might be to keep this from being a religioius talk) Our world decided that we need a Human leader to govern was when we abandoned God as our Leader as said in the Bible. Just to keep my answer short, I believe the reason is that our ancestors chose NOT to follow God, that's why we need a human leader (in a modern and democratic world, a group of leaders) to rule over us.

Because the other options available for choosing a leader tends to lead to many dead people.
