No, they are not allowed to leave the Wonka compound and it is too hard for them to blend into the rest of the population being 4 feet tall and wearing red leather. The few that try ended up getting picked up and taken to Michael Jackson's Neverland estate. Only one is living elsewhere; he is married to Britney Spears and goes by the slang name, K-Fed. He'd carry you away if he could, but Britney keeps him on a short leash and tries to distract him with hopes of a rapping career, so you should be safe.
