I've done this with jeans-- it takes a little time, but it's not hard.
Figure out how long you want your skirt to be and how deep a hem you want it to have-- just for example let's say you want a skirt that is 25" long finished with a 2" hem-- so you need 27" of length to work with. Measure your pants along the outseam (the seam that runs up the outside of your leg to your waist)-- let's say your outseam measures 38" for example. This would mean that you need to cut off not more than 11" from the bottom of your pants-- it may be best to cut off slightly less (like maybe 10") just to be safe. You can always cut off more later. Save the fabric that you just cut off the pants.
DO NOT CUT YOUR PANTS APART any further. Remove the stitching from the inseam-- the seam that runs up the inside of your legs to your crotch. Put the pants back on and fit yourself in a mirror to see how you need to adjust the front and back. You may need to remove some of the stitching from the center front and center back (crotch and butt) seams. This will allow you to layer one side over another to get a smoother, less lumpy fit around your hips and rear. Once you know that the hips fit as you like, you can cut 2 pieces to insert in the open inseam.
Figure out the size of insert that you need to put into the open inseams to make your skirt. Measuring the opening will give you the length. You can decide for yourself how wide it should be at the bottom-- just be sure to leave yourself room to walk. From the excess fabric from the bottom of the pants, cut out two triangles to the size you determined you need. Be sure to add some seam allowance. You will probably need to remove the stitching from the hems that you have cut off your pants. You may need every little bit of that fabric, and you may need to piece it together to get big enough triangles.
Stitch your triangles into the open inseams-- they will work like gussets. Try on your skirt again to fit your hem length. Hem, and you're done.
Be warned-- pants that fit snuggly through the hips and waist are not a good choice for this. This fit works fine on pants because the crotch of the pants forces them to ride where you want them to on your waist. On a skirt, it will tend to ride up to a higher place on your waist. Pants that have an easy (even loose) fit around the waist and hips will work best.

When you cut the legs apart, you will need to sew a "patch" of material down the center and back. It will be shaped kind of like a big triange. This will allow the "skirt" to be open and not tight.

First pick your pants the fold them over and cut them as if you were cutting shorts unfold them once they are cut and cut apart the connection in the middle ( if you have already cut through the connection they are to short) and trim any exess material off the hem and Voila a new denim skirt!
