It's a problem that is difficult to solve. A person is usually in a conundrum, and they don't know what to do because all courses of actions have difficult consequences. It has philosophical overtones. It's like when one belief you have conflicts with another and you have trouble making a decision about what to do because of that.

example: you promised your friend you would not tell a secret if they told you but what they told you is they are committing suicide. If you keep your promise and keep the secret you are worried your friend will kill themselves and you will feel a bit responsible. If you tell someone then you are betraying your friend and breaking a confidence.

I think this sort of thing would be a conundrum.
