Firefox (www.mozilla.com) is the best of the browsers that I use. You can also get Opera (opera.com) or netscape (www.netscape.com).
Those (and IE) are the big four web browsers out there right now for Windows.

I'm not sure what you mean by "outlook exploer". If you mean Internet Explorer, then that is a web browser, and you can use Firefox or Opera (see links). If you mean Outlook Express, then that is an email program, and Thunderbird is good for that. Both Thunderbird and Firefox can be downloaded from the Mozilla website.
Opera has a built-in email client, but it works differently from most others and is somewhat hard to get used to in my opinion.
