Simple, If you have a mouse the older ones that most people still do that has a ball as the tracker simply open the bottom of it up and pull out the ball. You will see in there 2 or 3 trackers they look black in most cases and its just a tin piece of plastic that if you touch it rolls. Most of the time what it is, is dirt gets built up on this area clean it off as best you can and reuse the mouse now you should get it to now scroll alot easier.

First of all see if it is properly connected with the CPU.
Then you may open the backside of the mouse and clean the rubber ball inside it. You clean the contact wheel, usually black or white in colour. You can use ear buds to clean it. It should work. If it does not, buy an new one, probably a laser one.

If you have the type with a little rubber ball that contacts the mouse pad, then open the retainer shield, take out the ball, and use q-tips with alcohol to clean the contact points on the inside.

open up the back. pop the ball out. clean the 2 (usually white ) rollers.
