Actually it's illegal to make them louder, they change the modulation so the voice SEEMS louder. I hate it too, I always mute.

To get your attention and make sure you can hear them even if you get up during the break to get a snack. Some TV's have a function that eliminates this problem by monitoring the decibel level and keeping it level with the program you are watching, but I don't know how well they work.

It's stusied. It is all studied. Publicity isn't just a simple thirtysecond scene that comes after a film or in between programs. Behind advertisement there is a crew of people who study human temptations. They use colors, music,and other situations.

Usually people get up, go to the bathroom, put a load of laundry in the washer or get a snack during commercials...they want to be sure you hear that JC Penney is having their Biggest Sale of Them All for the hundredth time.

They want to grab someones attention at the commercial break. If you have to turn the volume down during it, they're hoping you might remember the product.

Because the shows on tv play lower so that action scenes can be full blast and commercials always do full blast.

I believe that is so when you get up and go in the kitchen or go to the bathroom you still hear the commercial(even if you aren't paying attention to it).

to get your attention. they know that you'll have to get the remote, or get up and lower the volume, and during that time you have to look at the t.v. and even if you only look for a little time, it's usually enough to get the product stuck in your head. tricky-those ad executives are, aren't they?
