No, it is illegal to look for a job while you are on a tourist visa in Singapore.

As in many other countries, you can only be granted a work permit after you have secured a job. Normally, this is the procedure: the company will first apply for you to come on a business visa, and then proceed to make arrangements for your work permit when you join them.

There is a shortage of skilled labour in the hotel sector. This sector employs a large number of foreigners. With your qualifications, I'm sure you'll find something if you are patient and persevere.

Online job searching is the most convenient and economical way for foreigners to try to get a job in Singapore. Don't just browse the jobs available. Be clear on what jobs you want. Write up a good, comprehensive and concise resume and send it in!

Try the Singapore Infomap (http://www.sg/). They have lots of links you may find useful for your job hunt.

Good Luck!
