the real answer lies in a stage called "modulation" of audio/visual signals.Think of this as the step of coverting audio/visual signals into electromagnetic waves. Here, the quality/loudness of the sound is decided.Think of your TV as a demodulator which converts electromagnetic waves back to audio/visual signals.
Now, ads are made to be coded /modulated at a higher Db level,in order to gain attention.Similarly , some channels are encoded /modulated differently than other.
Some T.V.s have inbuilt stable sound system which takes care of this problem by adjusting to the signals.That is it adapts the way the electomagentic waves are demodulated back to sound waves.

cuz like if u watch a show and u notice the commercial is much louder its becuz the ppl that make the commercial take the loudest volume from the show and make that the volume of the commercial. but if u want the diff volume to stop by a "smart tv" they keep all channels and commercials at the same sound

Yes, some cable channels do seem lower, like Comedy Central. Also hate it when the shows are quiet but the commercials are really loud!

Maybe because the channels are locataed in different placesand some of them are thurther away. I dont know, but it happens to me.
