I got into a discussion w/ a friend that government officials will add a clause into a bill that is irrelevant to the bill itself in exchange for support of the bill. ( for example...the bill is about health care, but a clause included is about building a bridge in a represenatives district)

yes, look at Virgina one of those clauses is called the Bird Hwy.. Named after their senator Bird .... and many more examples airports to no where ..I'm afraid your friend is right ..billions in wast every year.. I know it hard to believe....
