Essentially it is using a potent virus or bacticial agent, sprayed as a mist, on a battlefield. Generally chemical and biological are lumped together (CBW - chemical biological warfare).
The chemicals are usually nerve agents, the bioligical are some of the nastier bugs, anthrax, smallpox, polio, etc.
There are some papers out there on it (none free I am afraid).

?? What do you mean "what are the methods?" As in delivery of a virus or a bacteria? You mean the development of a virus or a bacteria? You need to be more specific in your answers and put them in the biology section

Airborne (nerve gas), bloodborne (gets on, then under your skin, and then into your blood), and ingested (eaten). Can be spread by insects and critters too (avians). Ill individuals as the first person stated as well.

I would think, stopping the central nervous system of all animals, including humans, from working. When you can't breathe, everything stops working.
